Welcome to the Bureau of Land Management (BLM) Farmington Field Office (FFO) and Bureau of Indian Affairs (BIA) Navajo Regional Office (NRO) Draft Farmington Mancos-Gallup Resource Management Plan Amendment and Environmental Impact Statement (FMG RMPA/EIS) virtual open house website.
The BLM and BIA are inviting the public to review and comment on the Draft FMG RMPA/EIS. The goal of the Draft FMG RMPA/EIS is to help the BLM and BIA analyze impacts of oil and gas development on lands where the BLM or BIA has authority to make land use management decisions. The BLM and BIA jointly prepared this Draft FMG RMPA/EIS to update resource management in light of new drilling technologies like horizontal drilling and multi-stage hydraulic fracturing; new information on natural resources; and new and updated laws, regulations, and policies. The Draft FMG RMPA/EIS was prepared in compliance with the National Environmental Policy Act of 1969 (NEPA) and the Federal Land Policy and Management Act of 1976 (FLPMA).

Engaging the public on the Draft FMG RMPA/EIS
The BLM and BIA released the Draft FMG RMPA/EIS to the public on February 28, 2020. The original period for the public to provide comments on the Draft FMG RMPA/EIS was 90 days and ran from February 28 to May 25, 2020. This period coincided with our increasing awareness of the health crisis posed by COVID 19 in New Mexico and on the Navajo Nation. Considering these concerns and the resultant shelter-in-place orders in effect across New Mexico, the BLM and BIA chose to conduct five virtual public meetings on May 14, 15, 16, and 18, 2020 as a way for the public to provide comments on the Draft FMG RMPA/EIS. After those meetings and in consideration of tribal input, Secretary of the Interior David Bernhardt extended the public comment for an additional 120 days until September 25, 2020. The BLM and BIA continue our interest in engaging the public on the Draft FMG RMPA/EIS, and, based on feedback received during our May 2020 virtual public meetings, we held a live radio broadcast and four virtual open houses to provide the public with an opportunity to discuss the Draft FMG RMPA/EIS with BLM and BIA specialists. This outreach was conducted to assist and enhance the participation of tribal members and the public within the constraints of current COVID 19 guidelines and the extended public comment period.
