The following information is intended to provide context for the Organ Mountains-Desert Peaks National Monument (OMDPNM) Resource Management Plan/Environmental Impact Statement (RMP/EIS) public involvement process.

Project Overview

The BLM Las Cruces District Office is preparing the Organ Mountains-Desert Peaks National Monument RMP/EIS in response to Presidential Proclamation 9131 and the 2019 Dingell Act.  The OMDPNM RMP will provide land use management guidance for the next 20-years. The Monument decision area covers 496,591 acres of BLM-managed public land in south-central New Mexico, primarily within Doña Ana County and extending westward into a small portion of Luna County.

The Federal Register Notice of Availability for the Organ Mountains-Desert Peaks Draft RMP/EIS was published on April 5, 2024, initiating the 90-day public comment period. During this time, the BLM is seeking comments from the public on the Draft RMP/EIS. Comments must be received by July 5, 2024

The BLM invites members of the public to attend a public meeting to learn more about the Draft RMP/EIS. Public meeting materials may be accessed and reviewed on the Public Involvement Materials page. Public comments on the Draft RMP/EIS will not be accepted during the public meetings; however, the public is encouraged to submit comments via the instructions on the How to Submit Input page.

In-Person Meetings

The BLM hosted two in-person public meetings in Las Cruces, NM. Each in-person meeting included an open house, where the public had the opportunity to view materials and speak with BLM resource specialists, along with a presentation on the Draft RMP/EIS. The same material was presented at each meeting.

  • Wednesday, June 5, 2024 from 5:30 – 7:30 PM Mountain Time at the City of Las Cruces Council Chambers, 700 North Main Street, Las Cruces, NM 88001

  • Thursday, June 6, 2024 from 5:00 – 7:00 PM Mountain Time at the Thomas Branigan Memorial Library, 200 East Picacho Avenue, Las Cruces, NM 88001

Virtual Meetings

The BLM will host two virtual public meetings via the Zoom online meeting platform. During the virtual public meeting, attendees can join by computer or phone to learn about the Organ Mountains-Desert Peaks National Monument Draft RMP/EIS. The virtual public meeting will start with a brief BLM presentation followed by an opportunity for attendees to submit questions to the BLM staff. Registration for the virtual meetings is required.
