Lands and Realty

The Draft RMP/EIS makes allocation decisions regarding existing land withdrawals under Public Land Orders (PLOs); right-of-way (ROW) management; and administrative designations to facilitate realty related actions on BLM-managed lands.

  • ROW open. Areas available for location of right-of-ways.

  • ROW exclusion. Areas which are not available for location of right-of-ways.

  • ROW avoidance. Areas to be avoided but may be available for location of right-of-ways with special stipulations.

  • PLO. An order affecting, modifying, or cancelling a withdrawal or reservation that has been issued by the Secretary of the Interior pursuant to powers of the President delegated to the Secretary by Executive Order 9146 of April 24, 1942, or 9337 of April 24, 1943.

ROWs:

ROW exclusion decisions range from 259,000 acres excluded in Alternatives A, C2 and D to 2,349,000 acres excluded in Alternative B.

ROW avoidance decisions range from 0 acres avoided in Alternative A and Alternative D to 5,360,000 acres avoided in Alternative B.

PLOs:

As described in Station 11, Navigating State and Federal Regulations, the Draft RMP/EIS reviews existing land withdrawn under a PLO to determine if the withdrawal is still needed to fulfill the purpose for which their lands were set aside. The Central Yukon RMP/EIS proposes recommendations relative to existing withdrawals in the range of alternatives.

No changes are proposed for the 1,307,000 acres of Department of Defense lands withdrawn through executive orders, PLOs or public law.

For the ANCSA 17(d)(1) withdrawals, Alternative A recommends no action / retention of 5,253,000 acres of withdrawals, while Alternatives B, C1, C2 and D recommend a revocation of all ANCSA 17(d)(1) acres.

For PLO 5150, Alternative A recommends no action / retention of 2,138,000 acres. Alternatives B and C1 recommend a revocation of 1,395,000 acres and retention of 743,000 acres; and Alternatives C2 and D recommend a full revocation of the PLO.

Utility and Transportation Corridor Administrative Designations:

The BLM has identified utility and transpiration corridors as areas where access and infrastructure for energy and transportation development can be co-located in support of future developments. 

Alternative A has no such administrative designations. Alternative B and Alternative C1 have two identified corridors totaling 333,000 acres. Alternative C2 and Alternative D have three identified corridors totaling 1,066,000 acres.
